Alahai Sobri oiiiii….., takkan nak bagi 5’S pun kena panggil Datuk Mukhriz kot…..? Sepatutnya kerja ni utk State Exco saja, tambahan pula PAS yg perintah kena tunjuk la sikit kebanggaan Kerajaan PAS tu betapa hebatnya implementation KEJAYAAN 5’S di KHTP….. Sekurang2nya boleh jadi contoh and bawa staff yg terlibat tu implement kat Wisma Negeri pulak. 

Lain la kalau nak umum pelaburan baru, ok la nak jemput Timbalan Menteri MITI….. 

Ataupun….. Sobri ni nak start jln jarum 2012 kot…..? Dah mula MEMBODEK Datuk Mukhriz nampak…..

Pelaburan Di KHTP : Kelentongan Dan Pemalsuan…..

Kali ni aku ingin mengajak pembaca semua mengupas dan menganalisa mengenai beberapa pengumuman di dada akhbar mengenai pelaburan di utara tanah air. 

Mula2 kita lihat pengumuman dari Datuk Redza Rafiq, NCIA:



PULAU PINANG 7 Sept. - Wilayah Ekonomi Koridor Utara (NCER) telah menarik pelaburan bernilai RM6.89 bilion antara Januari dan Julai 2011, Ketua Eksekutifnya, Datuk Redza Rafiq berkata, pelaburan tahun ini menunjukkan penyertaan ketara daripada pelabur asing, terutama dari Eropah dan Amerika Syarikat (AS) berbanding dengan tahun lepas. 

"Daripada jumlah pelaburan RM6.89 bilion itu, 86 peratus diperoleh daripada pelabur asing manakala 14 peratus daripada pelabur tempatan," katanya selepas lawatan media ke NCER hari ini. 

Redza melihat arah hala pelaburan yang menaik bagi baki tempoh tahun ini, berdasarkan urus niaga yang dicapai baru-baru ini dengan tiga syarikat asing dan satu syarikat tempatan serta tinjauan ekonomi yang positif. - Bernama

For 2011, KTPC has drawn about RM6bil for Kulim Hi-Tech Park. 

“These include new investments from Saint-Gobain Solar of France, Fuji Logistics of Japan, QT Technology of Singapore and Whizz Systems of the United States. 

“Then there are also additional investments from existing MNCs such Infineon for its second phase. 

“These investments should generate some 4,000 jobs,” Sobri said. 


Di dlm STAR juga Sobri menyatakan:



On another note, Sobri said: “We will start the infrastructure development for the phase four, which is about 400 acres, in the first quarter of 2012. Works should be completed in seven to eight months. 

“We are investing about RM220mil for phase four, of which RM120mil is for land acquisition.” 

He said since 1995, KTPC had spent more than RM500mil to develop the first three phases of Kulim Hi-Tech Park, spanning 1,432 acres.

Mungkin apa yang patut Hj Sobri maklumkan kpd akhbar The Star ialah semua perbelanjaan utk mengambil tanah tersebut adalah dari peruntukan Kerajaan Pusat (Federal Government) sepenuhnya tanpa membabitkan Kerajaan Negeri Kedah atau pun dana dalaman KTPC. 

Sepatutnya ayat beliau berbunyi begini: 

“We are thankful to the Federal Government for giving us grants and loans of RM220 million to develop the phase four”. 

Juga utk pengetahuan am, utk ‘land acquisition’, biasanya Kerajaan Pusat akan memberi bantuan dlm bentuk ‘soft loan’, manakala selebihnya adalah dlm bentuk geran penuh (tidak perlu dibayar balik). 

Akhir sekali Lim Guan Eng juga tidak ketinggalan mengumumkan angka RM6 billion sebagai jumlah pelaburan utk Pulau Pinang pada tahun 2011 spt di bawah:

Nampaknya angka RM6 billion adalah ‘magic number’ dikalangan Lim Guan Eng, Hj Sobri & Datuk Redza. Cuma yg dimusykilkan kat sini ialah kenyataan Hj Sobri yg menyatakan jumlah RM6 billion telah diperolehi utk pelaburan di KHTP pada tahun 2011, yg mana umum dah mengetahui jika dicongak jumlah semua pelaburan pun, serta jika dimasukkan angka pelaburan Panasonic mungkin berjumlah RM2 billion sahaja. 

Persoalannya dari manakah jumlah RM4 billion lagi pelaburan spt yg diumumkan dlm The Star diperolehi oleh Hj Sobri; mungkinkan ini hasil dari daya imaginasi beliau…..? 

Jika ada sesiapa yg mempunyai maklumat jumlah pelaburan RM6 billion di KHTP secara terperinci, mai kita kongsikan maklumat tersebut kita analisa dan nilai bersama. Atau pun jika mrk yg mempunyai rakan di MIDA, boleh lihat senarai pelaburan di KHTP utk tahun 2011 dan kongsikan bersama. 

Apa pun, akhirnya Kerajaan Pusat yg dituduh oleh DAP, PAS dan PKR sebagai Kerajaan rasuah, tak peka kpd masalah rakyat dan berbagai2 tomahan lagi adalah Kerajaan Pusat yg memberi peruntukan KHTP utk membangunkan kawasan Perindustrian FASA 4.

Ini tak masuk lagi bantuan sekolah RM100, pusat pengajian tinggi RM200 dan juga bantuan RM500 kpd isirumah berpendapatan kurang dari RM3000 gaji bulanan. Inilah sebenarnya Kerajaan yg prihatin terhadap Kebajikan Rakyat  sejak 50 tahun sampai la ni.....

"KEDAH SEJAHTERA" Di KHTP Dan Bumiputera.....?

PAS Negeri Kedah yg sudah terkenal di Malaysia dgn kisah merobohkan surau utk digantikan dgn kompleks beli-belah di Alor Setar juga terbukti mempunyai agenda memusnahkan ekonomi org Melayu di Kulim Hi-Tech Park (KHTP). 

Ceritanya bermula pada bulan Oktober 2011, apabila sekumpulan peniaga kecil-kecilan Melayu yg sejak sekian lama berniaga di lobi bangunan KHTP Business Centre diarahkan berhenti berniaga utk tujuan pembaikan dan selenggara bangunan. Namun apabila proses selenggaraan siap sepenuhnya, peniaga2 Melayu yg berharap utk mencari rezeki sesuap nasi di Kulim Hi-Tech Park masih belum dibenarkan beroperasi sampai la (tempoh sudah 3 bulan). 

Sumber ada mengatakan bahawa Hj Sobri selaku Presiden syarikat mengurus KHTP, iaitu Kulim Technology Park Corporation Sdn Bhd (KTPC) tak membenarkan peniaga-peniaga Melayu utk terus beroperasi kerana ianya mencemarkan pemandangan sekitar lobi bangunan tersebut, tapi tak mengeluarkan sebarang surat pun, yg menyebabkan peniaga-peniaga tersebut ternanti2. 

Amat jelas sekali kat sini, beliau langsung tak memikirkan bahawa peniaga2 Melayu ni juga mempunyai keluarga yg perlu disara. Inilah salah satu lagi ciri yg dimiliki oleh pemimpin PAS negeri, iaitu tak prihatin terhadap aspek pembangunan usahawan Melayu, serta tak menyokong aktiviti ekonomi Melayu, iaitu bangsa mereka sendiri. 

Difahamkan sampai la, masih tak ada kata putus dari Hj Sobri, Presiden KTPC, yg baru2 ni telah pergi ke Jepun utk berjumpa dgn syarikat potensi pelabur, walau pun wakil syarikat tersebut datang ke KHTP utk berjumpa dgn beliau. 

Diharap peniaga2 Melayu yg terbabit dapat memanggil pihak akhbar, seperti Sinar Harian utk menghebahkan masalah mereka kepada masyarakat tempatan yg masih tak tahu bagaimanakah tokoh2 pemimpin mereka iaitu PAS seperti Hj Sobri dan Hj Awang yg jelas tak peka dan dilihat tak menyokong usahawan kecil Melayu utk menjalankan aktiviti perniagaan mereka di lobi KHTP Business Centre dgn memberhentikan operasi perniagaan mereka selama 3 bulan berturut2, walau pun operasi selenggaraan bangunan telah siap sepenuhnya.

Traffic Light Di KHTP.

Bab traffic light kat KHTP ni kalau sapa dok selalu guna jln tu pi kerja, mungkin akan terasa. Tapi yg sekali sekala guna tu kata biasa saja.

Aku heran….., masalah ni dah dibangkitkan sejak bulan Julai 2009 tapi proses menunding jari ni meleret hingga Februari 2010 sehingga Hj Sobri bagi arahan kat staf dia “Please take necessary action”.

Kalau tak silap aku….. sampai la masih lagi tergantung status dia sebab aku balik baru2 ni tengok tak ada perubahan pun.

This is what I have personally observed on-site today at 9.30am for the
following junctions that have caused some concerns to employees in KHTP:

A. BKE
   1. From Lunas Toll on BKE towards KHTP at Paya Besar junction: 45  seconds (green)
   2. BKE/Sg Seluang (Padang Serai) junction: 45 seconds (green)
   3. The per-loop timing (green to green) observed at #1 junction was 120 seconds.

      Notes:
         a. The green light at the Sg Seluang junction was a bit delayed   after the Paya Besar junction has turned green.
         b. At 8am today: Junction #1 was 45 seconds and Junction #2 was  about 57 seconds.
         c. BKE promises to look into adding more time for both junctions by next week.

B. Lebuhraya Perdana/First Solar Junction towards KHTP Business Centre
   1. Green light timed at 18 seconds.
   2. Per-loop (green to green) was timed at 88 seconds

        Notes:
        a. KTPC is still the owner of this traffic light junction, pending surrender to PBT.
        b. KTPC will retime the lights because, on paper, according to our Development Division. the particular green light is supposed to be on for 60 seconds.

Hope the above explains the issues that was brought up by KITA employees. (tak payah kata la issue ni mai drp sapa, KHTP sepatutnya jaga nama baik tu.....)

But please keep the feedback coming and we will strive to correct any shortcomings to our tenants' satisfaction in the fastest way and time possible. (sampai la.....)

Thank you Patrick. As long as we have a process to listen and receive feedback, I am sure we could continue making KHTP a better investment place. One simple process that we have in PG and some other places across Msia is having the handphone Contact No stick to each traffic light. In this way, we know who to contact when traffic light malfunction. We need to ensure those people working on the ground and those define the requirement always place themselves at the user of point of view. (YK..... who are u to say so..... mana ada KHTP buat pun..... Unless your good suggestion come from LK or other Big BOSS).

Dear All,

I have some updates on the traffic lights in KHTP and BKE:

   1. BKE/Paya Besar/Sg Seluang: BKE has retimed the lights at this  junction to 60 seconds for both the lights at BKE/Paya Besar and BKE/Sg Seluang junctions leading to KHTP. The timing loop from       green-green is now 180 seconds. Please let me know if these retimings are OK.

   2. For the Lebuhraya Perdana-First Solar junction, this will hopefully be done soonest pending the availability of the technician responsible. KTPC will follow up on this.

   3. For the Lebuhraya Perdana-Jalan Hi-Tech 1 junction, I have personally spoken to the Kulim District JKR Engineer last week who promised to speak to their Electrical section regarding the traffic light timings, etc at this junction. (Ya ka hang cakap personally.....?)

Hi Patrick - I am sorry to trouble you again. Since last week and including this morning, the 2 BKE traffic lights after Lunas toll were back to their old problem again. Both lights timing is out (1st at ~50 secs, 2nd at ~40 secs) and both are not synchronized. When the 1st light from toll is Green, the 2nd one is RED. This caused long jam from the toll.  The same problem on both lights when we entered BKE from KHTP.

I am sure all of us were frustrated on why we cannot fix this simple problem despites tenths of feedback. If the traffic light controller is not capable, change it, if the people that manage this not capable, replace them. .... or we don't call it "High Tech Park" anymore for not able to manage a low tech problem. (Change all the HJ's there then everything will change).

We just need a permanent solution. AND we need who ever is accountable to have a process to monitor and trigger by themselves.

YK, I can sense some frustration from your email. Entegris invited the Kedah Road Safety Department (JKJR) Director to give a road safety awareness talk. I spoke to him briefly after the talk about some road accidents within the park, and about how the traffic lights and U-turns could be better managed. He asked that if there is any concerns that are still open and that we are not getting the right response, we can write in to him. (Pengilang juga cari inisatif utk cuba selesaikan masalah)

YK, as a road user of the same stretch and junction, I am as fed up as yourself. So, I can empathise with you. In fact this morning, I've informed Hj Mohd Asri of BKE about it again after doing likewise the previous week for similar out-of-sync occurrence. I am copying this email to seek the assistance of En Rozamin of PBT KHTP to help in following up with BKE regarding the issue. (Follow up Hj Patrik oiiiii..... hang sendiri cakap  "KTPC is still the owner of this traffic light junction, pending surrender to PBT.". Cakap kalau guna kepala lutut lagu ni laaaaa.....)

I do agree with YK.

In fact many of us have been working here since KHTP startup way back in 1996 but sadly to say till today still experiencing infrastructure problem like traffic light timing setting. This issue has become even more pressing now with the rapid growth in KHTP. We surely need fast action from authority to rectify those issues and the best is put a permanent fix solutions.

Besides, the authority should also look into constant monitoring and effectiveness in sustaining the system.

Traffic timings is still in an unacceptable state during peak hours inspite of many feedbacks - the 2 traffic lights after BKE and also the traffic lights turning into the KHTP. This is impacting workers productivity at the Park.

I suggest if this cannot be resolved, we need to get it escalated to the Ministry and get this fixed permanently once and for all. Not a very good impression to investors if this simple issue cannot be resolved in an expedient manner.

A last point - we should review the condition of all traffic lights in the park (there are still some at the park having similar timing issues causing traffic back-up in the evening peak hrs) and we should look at using sensor trigger traffic lights instead of time control.

Agreed. I have brought this matter to my colleague, Fithri (Dep. VP - Development, who would get the right people to rectify the situation immediately. The Lebuhraya Perdana traffic volume was exceptionally high because of the traffic police who was allowing more cars than usual to enter Lebuhraya Perdana during any given time. (Hang dgn Fithri sama saja..... Tambah Fithri senyap terussssss.....)

I would think that the best solution is for KTPC (the owner of the traffic lights at First Solar junction until we hand over to PBT) and JKR to sit down to synchronise, optimise and monitor the lights from time to time so that situations like these can be kept to a minimum. (When.....? Talk with no action.....)

I will await Fithri's advice on the above.

Hi Hj Sobri / Patrick

I do want to follow-up on the traffic light discussion we had during NCIA meeting. In recent weeks, both the traffic lights at BKE/Lunas toll and First solar are out of control again causing huge jam, and resulted in employees late from attending biz meeting, and late from going home.

 We really need immediate attention and get this address. This is extremely sad that we can't even resolve a simple traffic light setting issue in our High Tech Park.

Please let me know if I can be at help to talk to the right party on what is needed to resolve this issue.

Kesian kat Hj Sobri….., masalah traffic light pun dia tak dapat nak selesaikan dgn cepat. Last2 transfer kat staff jugak utk diselesaikan.

Lambat ambil tindakan macam ni yg buat pelabur malas nak masuk KHTP. Pelabur yg sedia ada cukup tak puas hati dgn perkhidmatan yg KHTP berikan.

Soalan Bocor Dari KHTP.....

Lama jugak aku tak menjengah blog ni dgn artika2 terbaru. Agak sibuk sikit la ni. Maklum la hujung tahun, banyak perkara yg nak diselesaikan. Tambahan pulak dekat dgn PRU13, double work kena buat. Cuma artikal kali ni aku cuma nak lampirakan Laporan Kemalangan di KHTP yg aku jumpa. Hj2 sibuk implement 5s, tapi dokumen semuanya berterabur..... 



LAPURAN KEJADIAN KENDERAAN TERBABAS MEMBAWA CECAIR KIMIA INDUSTRI SEHINGGA MENYEBABKAN TUMPAHAN DI PERSIMPANGAN MASUK DARI LEBUHRAYA BKE KE KHTP.

Tarikh :
12 Mac 2010 (Jumaat).

Masa :
Lebih kurang jam 4.15 petang.
(Operasi pembersihan selesai pada 13 Mac 2010 jam 12.12 tgh malam)

Keadaan cuaca :
Hujan

Lokasi :
Persimpangan masuk lampu isyarat dari BKE ke KHTP (lampu isyarat no. 1) 

Kenderaan terbabit :
Sebuah  Lori 2 tan dari syarikat Positive Chemical Sdn Bhd.
No. Pendaftaran :- JJQ 9934 (warna biru)

Destinasi :
Penghantaran sebanyak 6 tong cecair kimia industri (Asid Hidroklorik) ke kilang First Solar.

Kecederaan :
Pemandu lori berbangsa Melayu mengalami kecederaan – di hantar ke Hospital oleh orang awam.

Akibat dari kemalangan :
Akibat lori terbalik, satu tong berisi Asid Hidroklorik telah tumpah. Akibat dari cuaca hujan, tindakbalas air hujan dengan asid telah mengakibatkan asap berkepul di kawasan kejadian. Jarak penglihatan terhad dan wap asap memudaratkan kesihatan.

Agensi terbabit di dalam operasi :
i)  Jabatan Bomba & Penyelamat M’sia  (4 jentera dari Bomba KHTP, Bomba Kulim, Bomba Prai –Hazmat dan Bomba Alor Setar) anggota seramai 35 orang.

ii)    Polis Diraja Malaysia Anggota Polis trafik,  Polis Kulim dan Polis KHTP.

iii)  Unit Patrol KHTP dan pengawal keselamatan syarikat Secure Guards.

iv)     Wakil dari Jabatan Alam Sekitar dan DOSH.

`Incident Commander’ ialah Pegawai Bomba Chor dari Bomba Kulim.

Kronologi Kejadian : 
i)      Pada lebih kurang jam 4.15 petang, 12 Mac 2010, sebuah lori 2 tan membawa 6 tong cecair kimia industri (Asid Hidroklorik –HCL) yang dalam perjalanan penghantaran ke kilang First Solar telah terbabas dan terbalik di persimpangan lampu isyarat BKE ke KHTP. Lori terbalik semasa membuat pusingan dari Lebuhraya BKE ke arah kanan menuju KHTP. Pemandu lori mengalami kecederaan dan di bawa ke Hospital oleh orang awam yang melalui tempat kemalangan.

ii)  Sebuah lagi lori dari syarikat yang sama tidak mengalami sebarang kemalangan. Lori tersebut berada di hadapan lori yang terbabit. Beliau berhenti di tepi jalan memberi bantuan.

iii)  Daripada 6 tong yang terbalik, satu tong membawa asid Hidroklorik telah tumpah. Pada mulanya tiada apa berlaku, namun kemudian hujan renyai telah turun dan berterusan hingga ke malam. Hasil dari tindakbalas air hujan dan asid, telah mengakibatkan wap asap asid berkepul keluar di kawasan kejadian. Jarak penglihatan terhad.

iv)    Pihak Bomba KHTP yang tiba awal di tempat kejadian, telah mengarahkan supaya radius kawasan kejadian di tutup. Pihak Polis dan KTPC telah membantu menutup jalanraya di 3 lokasi :

1.      Dari Lebuhraya BKE ke Baling berdekatan Petronas.
2.      Dari Baling ke BKE, berdekatan persimpangan Guthrie.
3.      Dari KHTP ke BKE (Lebuhraya Perdana) di persimpangan
4.  Lampu isyarat First Solar. Kenderaan di arahkan melalui jalanraya yang baru (R2) dari fasa 3 ke jalan konkrit.

v)       Pasukan `Hazmat’ dari Bomba Prai tiba mengambil alih operasi meneutralkan asid tersebut. Namun mengalami kesukaran akibat hujan lebat pada malam hari.

vi)  Pada malam hari, operasi pemindahan tong cecair kimia dilakukan dengan bantuan peralatan `fork-lift’ dari First Solar. Kemudiannya kesemua tong-tong di bawa ke First Solar untuk diguna pakai (pihak First Solar memerlukan cecair kimia tersebut untuk tujuan operasi kilang dengan segera).

vii)  Sebuah lori kren juga diguna untuk mengangkat lori yang terbalik dan membantu memindahkan tong-tong terbalik untuk dipindahkan ke lori yang lain.

viii)  Operasi pemindahan dan pembersihan asid yang tumpah selesai pada jam 12.12 tengah malam (3 Mac 10) dan kesemua jalanraya dibuka semula.

Hasil siasatan awal :
1.   Disyaki pemandu lori membawa dengan laju semasa membelok dari BKE ke KHTP.
2.   Cuaca hujan telah mengakibatkan tindakbalas wap asap (HCL + H20).

Ramai yg dok komplain pasal lampu isyarat tak betoi di KHTP dan dimaklumkan Sobri kita tu sampai dah pening kepala memikirkan masalah yg dok mai menimpa. Yg menjadi mangsa staf bawahan..... Benda kecik pun tak boleh selesai, ada hati nak jagi Calon PAS di Pantai Merdeka PRU13 nanti. Tambahan pulak nama dah semakin buruk dari kaca mata Wisma Darul Aman.
